These configuration variables are the locations of external program needed by the CGI scripts.

PERL	In Makefile	Configured by setup.pl
This is the perl interpreter. It is used to run just about everything.
TAR	In Makefile	Configured by setup.pl
ZIP	In Makefile	Configured by setup.pl
These are the locations of the tar and zip archive programs. They are used by the download script to create archives returned to the user.
